City engineering staff presented a multi‑project update on the municipal pedestrian program, focusing on Lakeview Boulevard, Treetop, and Meadowlark segments constructed since 2022. Project engineer Heika/Heiko Shipton said the Lakeview project—funded in the city’s capital improvement plan with stormwater and street funds—added nearly half a mile of new sidewalk, reconstructed close to a mile of roadway, and installed stormwater treatment infrastructure including a large vault placed under the Lake Grove Swim Park. Shipton reported total construction costs across the corridor segments of $4,800,000 and described that the work reduced frequent roadway puddling by directing flow to newly added curb, catch basins and a treatment vault.
Shipton also reviewed Treetop (~1,400 feet) and Meadowlark/Overlook (about 900 feet including a 200‑foot added connection) projects, noting utility coordination challenges, driveway matching, and temporary disruption during construction. Staff said the Carmen Drive sidewalk contractor has been selected and the item will appear on a future consent agenda; Pilkington is expected to finish later this year after property dedication issues are resolved, and McEwen near Rivergrove Elementary is in final design with construction anticipated this summer.
Councilors asked about burying power lines and recurring contractor use; staff said burying utilities was not part of the scope due to expense and private reconnection costs, and that a mix of contractors were used though some repeat firms had returned for experience and reliability. No formal council action was taken; projects and future scheduling were accepted as an informational update.
