Daniel Harrison summarized Module 2 of the Unified Development Code rewrite, which covers administrative and zoning procedures including pre-application meetings, amendment and zoning-map procedures, site-plan thresholds, waiver provisions, PD eligibility requirements and community design districts. He said the module codifies procedures intended to streamline review and limit unnecessary PD requests by providing alternative compliance paths and clearer pre-application consultations.
Harrison told commissioners that concept plans will remain for PDs and larger developments, that site-plan thresholds are proposed for developments over five acres (with council able to reduce to two acres in select cases), and that an optional consultation meeting and a required development assessment meeting are part of the new process. He noted outreach tools including an online Conveo platform where the public and the Rewrite Advisory Committee can view comments and staff responses.
Commissioners discussed how a UDC can improve consistency by unifying definitions across zoning and subdivision regulations, opportunities for developer flexibility without PDs through alternative compliance (to be detailed in Module 4), and a new PD eligibility requirement that a PD "must demonstrate a clear public benefit that advances the goals of the comprehensive plan and reflects innovation in design, land use or community impact." After discussion, Commissioner Bronski moved to accept Module 2 as substantially complete; Commissioner Langenfelder seconded and the commission approved the motion 8-0.
Staff said next steps include briefings and the Rewrite Advisory Committee review, with Module 3 drafting anticipated in spring and Module 4 to follow. The commission noted the rewrite is approximately halfway complete.
