Council awards 2026 street rehabilitation contracts and selects on-call CEI/CMT firm

Greenville — The City Council approved three related contracts on Jan. 5 to support the 2026 street rehabilitation and preservation program, civil engineer Lynn Rainer said.
Rainer told council the annual pavement maintenance contract will address approximately 39.5 lane miles and includes milling, resurfacing and preservation treatments such as microsurfacing and crack sealing. Staff recommended approval of (1) the rehabilitation and preservation contract, (2) a new on-call Construction Engineering & Inspection and Construction Materials Testing (CEI/CMT) contract for daily inspection and testing services, and (3) Task Order No. 1 under the on-call contract to provide services for this year’s rehabilitation work.
Rainer said the on-call contract selected firm GFT and showed an anticipated not-to-exceed amount of $1,250,000 for CEI/CMT services; the combined financial investment for rehabilitation work and CEI/CMT services this year was presented as just over $3.7 million. In response to a question from Council member Robinson, Rainer said the lowest responsive bid was about $2.9 million; she added that state law requires awarding to the lowest responsible, responsive bidder.
Councilor Scully made the motion to approve the three items, seconded by Councilor Robinson; the motion passed 6-0.
Staff said the not-to-exceed amounts are ceilings, not expectations of full expenditure, and that the task order will cover inspection and materials testing for the 2026 work.
