Custodial brought in-house, Hall of Justice HVAC near completion; county addresses leaks and volunteer use limits

Savannah (custodial staff) briefed the board on the county’s first week of moving custodial services in-house, saying departments were cooperative and the transition produced few complaints.
"We did do a full inventory. We're working on supplies ... we're really happy with the two folks we got," Savannah said, noting one hire previously worked for the janitorial contractor and is familiar with county buildings. Staff said they expect clearer cost numbers after payroll and initial supply invoices are processed in January.
The county is also exploring volunteer or community-service partnerships for outdoor, non-sensitive tasks, but staff said the Hall of Justice and similar facilities raise ethics and risk concerns that make volunteers unsuitable for certain locations.
On facilities, staff reported the Hall of Justice HVAC project is roughly 75% complete and that about 30 people will move to the annex (the prosecuting attorney's office) during a busy three-week period of IT and maintenance work. Staff said they will install carpet and fresh paint while furniture is out to maximize efficiency.
Separately, staff described leaks in the admin building traced to decades-old roof-drain connections. Weather Guard replaced a problematic drain with PVC on one side and observed no leaks; contractors will address remaining old drains and then evaluate ceiling-tile repairs.
Finally, staff said a local Cougar-area business is negotiating a cleaning agreement to provide more frequent restroom service in park facilities. The board did not take a formal vote during these operational updates.
