Staff said the annexation petition covers two parcels near North Madison Street and Easy Street. The draft annexation agreement includes developer responsibilities common in such deals: road improvements to North Madison Street and Easy Street, requirements to extend utilities to the property line and to loop the village water system, and other standard development conditions.
Board members asked whether the utilities would be installed to the property line to facilitate future development; staff confirmed utilities would be extended to serve the entire development and that water looping would be required. The board voted to approve the ordinance contingent on the execution of the annexation agreement and the property acquisition by CR Waunakee Land LLC, and then approved the annexation agreement subject to final review by the deputy administrator, community development director and village attorney.
Staff and the board noted the agreements will return for final ministerial review by designated staff and legal counsel before final implementation. The developer remains responsible for the capital improvements specified in the agreement.
