Mercer Island council funds statistically valid facility survey, appoints ad hoc committee

The Mercer Island City Council approved a plan to conduct a statistically valid survey of residents to inform decisions about city facilities and any potential future bond measure.
Senior management analyst Robbie Cunningham Adams told council staff estimate the work will cost up to $37,000. Staff proposed repurposing the $25,000 allocated in the 2026 budget for the biennial community survey and appropriating an additional $12,000 from the general fund’s unassigned balance to fully fund the facility survey. Council voted unanimously to authorize the city manager to proceed and to reallocate and appropriate the funds.
Because the timeline for results is tight, staff recommended and the council approved appointing an ad hoc committee to help finalize polling questions quickly. The council appointed Council Members Weicker and Reynolds and Deputy Mayor Daniel Becker to the ad hoc committee.
Staff said the survey would use multimodal outreach (email, text, telephone) and that staff plan to release the survey the week of Jan. 19 so results can inform decisions on whether to return a bond measure to voters in November 2026. The city manager and staff said they will bring results and analysis back to the council in March 2026.
