The Rocket Miner’s managing editor, Ann Jantz, noted the Rocket Miner publishes twice weekly and proposed $5 per column inch but explained that legal and advertising functions are handled from a Cheyenne office.
Commissioner Island Richards and others said they had experienced publishing and billing delays in prior dealings with the Rocket Miner’s advertising arm and expressed concern about missing deadlines that can delay county projects. Commissioners weighed the lower per‑column cost against timely publication and subscription reach; several members noted Green River Star’s larger subscription base and track record. The motion to designate Green River Star as the county newspaper of record carried unanimously.
The designation commits the county to publish required legal notices, affidavits and vouchers with the selected newspaper; county staff will complete contracting and scheduling with the paper.
