The Liberty County Commission voted to approve a 10-year memorandum of understanding with McIntosh County to allow reciprocal programming of radio frequencies for public-safety radios.
County staff said the MOU will enable McIntosh County radios to operate on Liberty County towers and allow Liberty County radios to roam into McIntosh County, improving interoperability across a regional radio network that includes Chatham County, the city of Savannah, Effingham, Bryan, Glenn, Long, Candler and Emanuel counties. “This will allow our people also to be able to talk back to our dispatch and relay information back here at Liberty County,” county staff said.
Staff told commissioners the MOU is new to McIntosh County, which obtained funding and completed upgrades on its side; any costs related to upgrades or changes are the responsibility of the county causing the change, staff said. During questions, commissioners asked whether the arrangement would overload Liberty County’s system and were told by staff and vendor information that it would not.
A motion to approve the MOU was moved and seconded and the board approved the agreement by show of hands. McIntosh County must complete its local approvals as well. Staff said the regional radio arrangement is intended to fill coverage gaps (for example along the interstate) but that Liberty County may still need additional towers in the future to reach some coastal areas.
The MOU does not change local control of agency-specific channels; staff said access to agency (for example sheriff or EMS) frequencies remains subject to approval by the agency that controls them.
The agreement will be administered by the county’s communications and emergency-management staff; commissioners thanked staff for securing McIntosh County’s participation.
