Commissioner President Randy Guy presented the proclamation and invited representatives from local mentoring groups to the podium. Caprice James, founder and CEO of Stella's Girls, described the program’s out-of-school-time mentoring, STEM and cultural-immersion activities in Charles, St. Mary's and Calvert counties. Other speakers included Angela Cochran (director of health promotion and community services, St. Mary's County Health Department), Adrienne Somerville (founder and president, Carolynne Parker Foundation), Patrice Campbell (founder and executive director, Building Bridges), Laurie Jennings Harris (director, Department of Aging & Human Services) and Amanda Mityard (Saint Mary's County Local Management Board coordinator). Speakers emphasized mentoring's role in school engagement and long-term workforce readiness and presented materials to the commissioners.
The board signed the proclamation dated Jan. 6, 2026, and thanked community groups for their mentoring work.
