5) Out-of-context risks (severity: low): Some public-comment quotes are technical; articles include context and note that no staff response was recorded in the transcript.
All identified issues were addressed in the final articles by limiting attributions when uncertain, adding clarifying_details, and flagging missing documentary details for follow-up. No new factual assertions were introduced beyond the transcript.
