Shipper said the department has 37 members, including 12 paid staff; 28 of the 37 are cross-trained for both fire and medical response, while seven are medical-only. He reported year-end totals of about 2,010 calls for the year (an average of roughly 5.5 calls per day), with 1,390 EMS calls and roughly 620 fire-type responses. He described average departure times as about 45 seconds for an ambulance and 2.5 minutes for a fire engine (the latter reflects time required to don gear). Coverage includes roughly 8 miles within city limits and about 220 miles of rural response area, and the department responds 24/7 to a set of neighboring towns.
Shipper highlighted other work for the department: 151 inspections (schools, jail, new apartments), 50 training sessions, 52 public classes reaching several hundred residents, a training trailer used at regional events, and one retirement after 15 years of service. He also thanked community employers who release volunteer and paid-on-call staff for emergency responses.
Shipper said this will be his last annual report to the council. The presentation concluded with routine council thanks and a reminder that annual departmental reviews will appear on future agendas.
