Committee approves replat of Strong's Subdivision after neighbor raises density, contamination concerns

The committee approved petition 26-03, a replat of Strong's Subdivision Section 2 (Lots 2 and 3) to redraw interior lot lines without creating additional buildable lots.
Staff described the changes: Lot 2 proposed at 3.33 net acres with 508.09 feet width and Lot 3 proposed at 8.4 net acres with 276.89 feet width (frontages and secondary road frontages also read into the record). Applications were filed 12/08/2025 with legal notice published 12/26/2025, and agency letters from the County Board of Health, Highway Department, Soil and Water and Drainage Board were on file. Staff recommended approval with standard conditions, environmental compliance and required written evidence from relevant county agencies before recording.
Resident Jean Stein (4565 Pine Road 68) spoke in public comment and asked whether interior-line changes could allow buildings to be placed closer together and expressed concern about potential increased density of cattle and prior IDEM checks on ditch contamination. Staff responded that the county does not have density requirements unless thresholds determined by the Indiana Department of Environmental Management for a confined feeding operation are reached, and clarified how mature dairy cows vs. calves affect thresholds.
A motion to approve petition 26-03 was made and seconded; roll-call votes were recorded as affirmative and the petition passed.
