Staff reported the item had been on earlier agendas but the developer raised concerns and staff and the developer continue to negotiate detailed language. Staff asked the commission to continue SPA2025.002 to allow those negotiations to conclude; a motion to continue was moved, seconded and approved. No formal policy decision was made; the hearing will resume on Jan. 14, 2026.
