Councilmembers asked whether the county should instead establish a separate jail fund or earmark funds; one member summarized financial-adviser Jeff Peters's recommendation to avoid a separate restricted jail fund so rainy-day dollars remain available for true emergencies. By motion of Bob Craft and second by Amy Prosser, the resolution passed on roll-call vote.

The council directed staff to record the transfer in official minutes and to continue following statutory guidance on transfers to the rainy-day fund.
