Dean Burgess of Emerald Coast Associates presented conceptual materials for a proposed HCA health-care facility and sought guidance on color choices and emergency signage. Burgess identified a muted 'rusty' red (Munsell 7.53-R 3/10) for an ER tower element and asked whether that would be acceptable given scenic-corridor design criteria.
Board members and staff discussed that emergency-directional signage is often necessary for health facilities and would generally be acceptable, but flagged that any building-color deviations or additional signage beyond the approved master sign plan would normally require a deviation request and appropriate documentation. Tim Brown, planning staff, noted the topic has not come up frequently and cautioned the board that any deviation must be properly advertised or handled through the deviation process.
Members suggested practical refinements: reduce the height of certain wayfinding signs (noting 6-foot signs may be taller than necessary), consider lighting and topographic placement when specifying sign heights, and potentially illuminate only the upper portion of a tall tower sign to achieve visibility without excessive illumination. The board treated the discussion as advisory; no formal vote was taken.
Next steps: the applicant will use the board’s feedback to refine signage and color documentation and will return with any formal deviation requests or a master sign plan for formal action if needed.
