The Manassas Park governing body approved resolutions supporting two federal grant applications: a CMAQ (Congestion Mitigation and Air Quality) request to fund active-transportation improvements and an RSTP request for funds to study a grade-separated rail crossing at Manassas Drive.
Steve Hall (VDOT) briefed the council on the CMAQ request, noting the funds are federal, flow through NVTA and have been used previously for trails and active-transportation work. "We're asking you to approve a resolution in support of the CMAQ application for purpose of implementing the city's active transportation plan," Hall said. The council approved the resolution by voice vote.
Hall also described a proposed RSTP grant request of about $300,000 to fund a feasibility study examining options to grade-separate the Manassas Drive rail crossing, including possible overpass concepts and elimination of the at-grade crossing. Hall said the study would explore multiple alternatives and noted prior preliminary work had cost roughly $10,000–$15,000 for a concept overpass. Council asked about timing and the availability of funds; Hall said NVTA typically notifies applicants within a few months and that program-year allocations (FY32 referenced in materials) influence timing. The governing body voted to approve the staff recommendation to support the RSTP application, subject to final city attorney review.
Both resolutions passed with motions, seconds and unanimous voice votes recorded as 'Aye; Motion carries.' Staff indicated they may seek to forward-appropriate NVTA funds to accelerate feasibility work if possible and will report back on award timing and next steps.
