Steve Snyder, speaking on behalf of property owner Greg Snavely, asked the board to recommend that the Board of Zoning Appeals hear petitions to allow duplexes as an exception use on two currently commercial parcels — one on County Road 800 North and another on State Road 13 near North Webster.
Snyder said the parcels currently contain standalone structures and one former preschool/vacant commercial space that the owner wants to convert into second apartments. He told the board: "We just want to be able to have a duplex" and said the change would apply initially to the individual parcels under review while staff pursued a formal ordinance amendment to close the gap in Table A of the zoning code.
Board members discussed how each conversion would be evaluated individually by the BZA and noted that approvals would include review of parking, egress and any applicable state code if a conversion resulted in more than two units. A motion to forward the recommendation to the Board of Zoning Appeals and to later pursue an ordinance amendment passed by voice vote.
Next steps: the two parcels will be heard by the BZA on their individual merits; staff will prepare an ordinance amendment for formal processing if the board’s recommendation is supported.
