Elevator contractor reports delays, punch list and late change orders; county schedules walk-through

PCS Northwest reported Otis will install a ladder and wiring harness parts are on order; six change orders arrived late in the project and staff said they will review them before taking formal action.
Michael Cleveland of PCS Northwest briefed the commission on the courthouse elevator project, reporting parts and installation timing and flagging late change orders.
Cleveland said Otis planned to install a needed ladder this week and that the wiring-harness parts remained on order but were expected soon. He handed commissioners a punch list of about 20 items and said staff were coordinating a substantial-completion walk-through with the architect and engineers for next week.
Cleveland also said Otis submitted six change orders late in the project — “two for the ladder and one's for the wiring harness,” he said — and that staff would meet with Scott, Ben and others to evaluate whether the change orders were legitimate contract modifications.
Commissioners and staff agreed not to resolve the change orders during the meeting; they asked staff to gather the documentation and return with recommendations at the next meeting.
