Jones County commissioners approve reappointments, UGA MOU and personnel changes; several items postponed for clarification

At its Jan. 1 meeting, the Jones County Board of Commissioners approved several routine administrative items and took procedural steps on a handful of requests requiring follow-up.
Appointments and reappointments: The board postponed Ralph Haywood’s appointment because he was not prepared for interview and reappointed Erlene Hamilton to the planning board and board of appeals and adjustments for a five-year term and reappointed Justin Kelly and Andrea Riley to the Board of Tax Assessors for six-year terms. Commissioners also reappointed Chris White and Joey Carr to the Middle Georgia Regional Commission for one-year terms and reappointed Chris Wyner to the regional aging advisory board for two years.
UGA cooperative-extension MOU: Staff described an extension-MOU discussion about supplementing UGA employees’ wages. Commissioners debated whether county supplements (the county’s typical 4% increase) should apply only to the portion of salary the county funds or to total salary. The board approved the MOU extension and directed that county supplements be handled consistent with existing county practice (paying the county-funded portion).
Personnel and library: The board approved converting a library assistant position to a lead position with a $2,246 pay difference; staff said the budget can cover the change.
Licensing and community grants: Miss Wagner presented a beer-and-wine license application for RMC Retailers on Joy Cliff Road; because the owner does not live in the county and the registered agent background needs updating, the board postponed the license to allow the applicant to provide a new registered agent. A community basketball program presented by Mister Harvey (who has formed an LLC and coordinates through Parks and Recreation) was postponed two weeks while staff researches whether the county can partner with or fund an LLC without creating a gratuity issue.
Public comment and executive session: The board invited citizen comments (one resident later asked about ditch cleaning and faded yellow lines), and then the board moved into executive session for personnel, real estate and litigation.
