Park director authorized to begin Scott Baseball Field negotiations; committee enters closed session under Minnesota statute

During the Jan. 6 Committee of the Whole meeting, Park and Recreation Director Brian Silver asked council permission to begin discussions with a local group about a facility-use agreement for Scott Baseball Field. "I have not called this individual back yet because I need council's permission before I start to negotiate any contracts," Silver said.
Councilor Johnson moved to allow staff to begin discussions; the motion was supported and carried. Councilor Bach Schneider said gathering information and reporting back before negotiating a contract made sense.
Separately, the committee directed staff to prepare year-to-date totals on rental-code inspection fees, the vacant building registry and building permits so councilors could review the revenue and program activity at an upcoming meeting. Councilor Paulson asked for those figures to be included at the next committee or council packet.
The meeting then moved to Item 6 — a closed session for preliminary consideration of allegations against an individual under Minnesota Statute 13D.05, subdivision 3. The committee voted to enter closed session (motion moved by Councilor Bach Schneider and supported by Councilor Beyondich); nonessential attendees were asked to vacate the room.
NEXT STEP: Staff will report back to council with contract-negotiation findings for Scott Baseball Field and will prepare the requested fee and permit revenue summaries for the next meeting.
