Virginia City councilors reject moving committee meetings to afternoons, keep 9 a.m. schedule

Councilor Johnson moved to change the schedule to afternoon meetings to make participation easier for working residents and councilors; "this is why young people don't get involved because we purposely schedule meetings at 9 a.m.," Johnson said, urging consideration of public access. The motion was supported by Councilor Bach Schneider and read back by the clerk.
Several councilors and staff raised concerns about staff availability and established schedules. Councilor Beyondich and others said Tuesday morning meetings are historically how the committee-of-the-whole operates and that moving times could force staff or some councilors to rearrange work commitments. Councilor Motley said the 9 a.m. schedule works with their personal work commitments and would not support an afternoon change.
The motion was put to roll call. The roll call as read in the meeting record recorded the following votes: Doc Schneider — Aye; Scalco — No; Duffy — No; Johnson — Aye; Motley — No; Paulson — No; Beyondich — No. The chair announced the motion failed 5–2, and the committee-of-the-whole will continue to meet at 9:00 a.m. on the first and third Tuesdays.
After the failed scheduling motion, Councilor Paulson moved to approve the standing resolution regarding guidelines for council meetings, public hearings and committee meetings as presented. That resolution passed on roll call.
The debate highlighted competing priorities: expanding access for working residents and staff scheduling constraints. No change to the meeting schedule was adopted.
