The Skowhegan Select Board reviewed planned edits to the town's solid waste management ordinance and agreed staff should redraft language to remove the fee schedule from the ordinance text and post a recycling preparation list at collection sites and on the town website.
Staff (Speaker 3) told the board that Cindy was not available and that Aaron had been briefed on the changes. The chief change discussed was removing explicit fees from section 5 so the fee schedule can be updated administratively rather than by ordinance amendment. Staff said a posted list of acceptable recyclables will be maintained on the town website and at bins to accommodate changing markets and materials.
The town has signed a contract with a general code development vendor to consolidate all ordinances into a single, searchable code book. Staff said the vendor will research and standardize each ordinance's language and formatting, a process the vendor estimated could take up to two years; the town will receive two master copies (staff and town office) and an online version.
Board members agreed staff should prepare the redraft and bring it back at a future meeting for review; if the draft is complete the board expected to schedule a public hearing prior to any adoption.
Next steps: staff will produce a redrafted ordinance consistent with other town codes and prepare for a public hearing when the redraft is complete.
