Issaquah swears in mayor and council, elects council president and deputy

Mark Mullen was sworn in as mayor of the City of Issaquah for a four-year term beginning Jan. 1, 2026, and pledged to "faithfully and impartially discharge the duties of this office," city officials recorded. Several newly elected and re-elected council members also took the oath.
The swearing-in included Kelly Jane (Council Position No. 1), Barbara De Michelle (Council Position No. 3), Russell Joe (Council Position No. 5) and Tolar Martz (Council Position No. 7), each sworn to four-year terms starting Jan. 1, 2026. Mayor Mullen thanked family and residents and said he would "always listen" and work to help Issaquah reach its potential.
After the oaths, Councilmember Russell Joe nominated Barbara De Michelle for council president; with no other nominations the council voted by voice and elected her unanimously as the 2026 council president. Joe then nominated Tolar Martz for deputy council president; the council again voted unanimously to elect Martz.
The council recessed briefly for photographs and resumed its business later in the meeting. The new officers will serve one-year terms in the leadership roles that the council elects at its first meeting in January.
The meeting proceeded to public comment and regular business items following the leadership elections.
