Sylvania City Council on Jan. 5 adopted a series of ordinances to reorganize parts of its administrative code, create new positions and move divisions among departments.
Ms. Browning introduced amended Ordinance 1‑2026 to create a part‑time communications manager in the mayor’s office and to convert the part‑time economic development director position into a mayoral‑overseen role. Councilmembers raised concerns about the breadth of authority in language that would allow department heads to enter into contracts; members agreed to delete Section 3 of the ordinance (authority to enter into contracts) to bring the question back for further committee review.
Council approved Ordinances 2‑2026 through 6‑2026 (and accompanying amendments of chapters 126, 127, 129 and 131 of the codified ordinances) as emergency measures to: repeal the obsolete Department of Personnel chapter, create a Division of Human Resources under the Department of Law, amend the Department of Public Service structure, adjust titles and salary sections, and consolidate clerk and HR divisions under the Department of Law. A committee‑of‑the‑whole meeting was scheduled for Jan. 20 at 6 p.m. to consider contract‑authority language and related clarifications.
