Barry Dunn, the presenter, described an iterative process that included three public forums, staff workshops and an online survey that generated roughly 300 responses. The draft contains objectives and initial performance measures — milestone, output and outcome measures — intended to link the plan to budget and capital priorities.
Highlights include a proposed trails master plan and active-transportation network to increase bike and pedestrian connectivity, phased updates to the water master plan with five‑year updates, a pavement condition target for city streets, and expanded park and programming objectives tied to outcomes. Council members emphasized stronger performance measures, alignment with completed studies such as a recent water rate study, and the need to consider workforce and housing outcomes in the economic element.
Dunn said the council would not adopt the plan that night and that staff would return with a revised draft after council and public feedback; commissioners encouraged additional public engagement and refinement of metrics before formal adoption.
