Middlesex County supervisors on Jan. 5 approved the county’s FY2027–2031 Capital Improvements Plan, a planning document intended to guide future budget preparation rather than to appropriate funds.
Planning staff said the plan is strictly advisory and recommended the board adopt it with the Planning Commission’s recommended addition — estimated operating-cost impacts in each project overview. The Planning Commission voted 7–0 (4 absent) to recommend approval. Staff told the board they had incorporated that change into the document being presented.
The plan lists department priorities and numeric CIP scores assigned by the CIP committee; Kretz highlighted the high-school renovation as a top-scoring item because it would affect many citizens. He also noted airport projects and a facilities asset‑rehab/renovation item assembled from the county’s facilities inventory.
A motion to approve the CIP was made by Mr. Jesse, seconded by Mr. Crittendon. Roll call votes recorded: Crittendon yes; Jesse aye; Williams yes; Bill Harris no; Don Harris aye. The motion passed.
What happens next: County staff will use the CIP as a three- to five-year planning guide during budget development and will incorporate operating-cost impact statements into project descriptions as requested by the Planning Commission.
