Scott County commissioners on Jan. 7 authorized a county transfer-station employee to be added to the station’s bank account with deposit-only access and reviewed operational and staffing guidance for the facility.
Treasurer staff described current practice: funds from credit-card transactions were being deposited to the county’s general fund but need to be routed into the transfer-station’s dedicated account and reconciled against receipts. Staff said a process and training will be provided; Treasurer Ryan Gabbard was identified as the staff member who will sit with the named depositor and train them on bank procedures.
The commission reviewed the salary ordinance allocations for the transfer station: one manager position at $21 per hour and three part-time positions at $20 per hour. Staff recommended limiting on-duty staff to two employees at once to remain within budgeted funds but noted the payroll ordinance contains four slots to give operational flexibility. Commissioners discussed who would serve as the point of contact for deposits and agreed to add James to the account for deposit purposes only. A motion making James a deposit-only signer was made, seconded and approved by voice vote.
County staff said they will complete bank paperwork and provide training for the depositor and reconcile the credit-card receipts to the transfer-station account moving forward.
