Scott County awards CCMG seal contract to SC Construction; Bridge 28 replacement estimated at about $3 million

Scott County commissioners voted Jan. 7 to award the county’s CCMG pavement-seal contract to SC Construction and Materials LLC, the low bidder at $558,448.99.
Kevin, speaking for the county highway department, opened three bids at the meeting: Payment Solutions at $636,736.20, Evergreen Roadworks at $561,058.53, and SC Construction and Materials LLC at $558,448.99. Following review of bidder documentation and references, commissioners moved, seconded and voted to give SC Construction the contract. Kevin said the county will use Form 96 as the contract signature form and that staff will scan the contract documents into the county file.
The commission also heard an update on the Bridge 28 replacement project. Kevin said phase 1 deliverables are complete — including the route survey, hydraulic analysis, structure-size report and stage-1 plans — and that the design shows an about-86-foot bridge that would widen the roadway from roughly 26 feet to about 29 feet. He said the current construction cost estimate is “right around $3,000,000” with a 20% contingency (roughly $400,000) and noted that the estimate will change as designs are refined. Kevin said the project will likely require acquisition of four parcels, totaling about 1.5 acres, and that utility relocations and right-of-way work are expected to affect several property owners.
Commissioners asked for clarification on schedule and standards. Kevin said the project is federal-aid funded and must meet federal-aid design criteria; he said a county share on the order of $1,000,000 would be typical while the remainder is federally reimbursed. He also said stage-2 plans are expected in March, at which time the county will provide updated estimates.
The award of the CCMG contract and the Bridge 28 update conclude a multi-part pavement program the county plans to deliver partly by contract and partly with in-house crews this year, Kevin said.
