Summary
Director Tinsley presented December detention statistics (25 intakes; average stay about 15.71 days; average daily population ~9.33). Justice Koger requested staff compile merged 2024 and 2025 data to clarify rising detention days; Tinsley agreed to work with prosecutors and social work to provide it.
Director Tinsley presented the juvenile detention center's December 2025 report and answered questions from committee members.
"In December, we had 25 intakes and the average length of stay was about 15.71 days," Tinsley reported, and added that the average daily population for the month was just over 9.33 residents.
Justice Koger said the number of days detained had jumped from 271 in 2024 to 581 in 2025 and asked staff to present comparative data. Tinsley said staff will collaborate with the juvenile prosecutor and the social work department to merge data from the legacy system and the new RightTrack system to present the most accurate figures at the next meeting.
Tinsley explained that data migration to the new RightTrack system scrambled some historic entries and that monthly reports were prepared manually to ensure accuracy. She asked for time to reconcile records so the committee can see side-by-side comparisons for 2024 and 2025.
No formal action was taken; the committee requested the combined dataset for its next meeting so members can evaluate trends in length of stay and intakes.
