Plan commission recommends approval for Mr. Splash automated car wash at East Geneva Street

The Delavan Plan Commission recommended approval of a conditional-use permit for a Mr. Splash automated car wash at 2101 East Geneva Street, subject to the conditions listed in the staff packet.

Architect Brandon Adler told the commission the applicant revised plans to meet zoning staff and fire-department requests, including lowered site lighting, added awnings, a sampling manhole, and revised entrance and parking radii to improve truck-turning movements. "These updates are all included in the current plan package you have in front of you," Adler said.

Jeff (owner/operator of Mr. Splash Car Wash) described operations: the facility would be automated, operate roughly 7 a.m. to 8 p.m., and typically have three employees on-site to staff auto-tellers and guide vehicles. He explained the water-reclamation approach: "We actually use 3 tanks, so we can do water reclamation... So those tanks actually get pumped every 3 to 6 months based on volume... That's the cleanest water. That is the water that gets recycled back through the car wash." He estimated about a 25% water savings from reclamation.

Commissioners questioned circulation, shared-access entry from the adjacent service drive, and whether vacuum bays could be used without running the wash; staff agreed to verify private-road ownership and consider traffic-safety suggestions. After brief discussion, a motion to recommend approval was made and carried. The chair welcomed the business to Delavan.
