Kaiser presented a per-phase breakdown that he said showed Phase 1 (P1) covering about 38% of parcels requiring 36% of costs (~$1,584,000), which he calculated would equate to roughly $10,122 per P1 household after grant adjustments; he said Phase 2 (P2), with about 62% of parcels and 64% of costs (~$2,816,000), would equate to about $13,008.46 per household. He argued P1 residents would be disproportionately funding P2 after the stated grant distributions and asked that commissioners review the handouts he provided.
The clerk accepted Kaiser's handouts and asked that he provide them for the record. No staff response or corrective detail to the cost figures was provided on the record during the meeting; commissioners did not take action on the matter at that session.
