The Town Council approved repairs to a sagging sewer lateral that caused a July backup at Town Hall and authorized concurrent installation of conduit to run fiber‑optic cable from Town Hall to the new library.
Town staff explained the existing lateral crosses private property without an easement; the approved plan relocates the sewer lateral onto town property, installs a new manhole and ties into the public lateral, and repaves the parking lot. Public Works and contracted crews will also install empty conduit from Town Hall toward the library so the town can later pull fiber‑optic cabling.
Council awarded the contract for fiber‑optic pulling to Third Millennium Communications for $14,503.50 (funded from the public‑private venture/PPV special revenue fund) and approved a change order to East Coast Construction for sewer and parking-lot work, not to exceed $221,412, with funding split between the sewer fund and the PPV fund. Public Works staff said the excavation and repaving are efficient to do concurrently while the sewer work opens the parking lot.
Councilors pressed for confirmation of available PPV and sewer fund balances and for documentation of multiple bids; staff said they solicited multiple prices and provided two responsive bids for the construction work. Council approved both resolutions by voice vote.
