During the Service Authority organizational meeting convened on Jan. 6, general manager Dan Hamilton briefed the board on recent operational issues and federal notice requirements. Hamilton said the authority recorded roughly 26 water leaks since July, cited two holiday incidents that affected 15–20 homes, and described how staff responded, including contractor assistance for a deep pipeline repair.
Hamilton also explained the authority distributed mandatory letters required under federal law to notify customers when records do not identify the material of a service line (copper, PVC, galvanized, etc.). He said the required language, which references potential health effects of lead, cannot be altered but that the authority plans to add a clarifying cover letter to reduce confusion and will respond to resident questions directly.
The Service Authority elected its officers in an organizational session: Kathy Bender as chairperson, Lee Robotham as vice chair, Dan Hamilton as clerk, and Randy Jones as treasurer. The authority also adopted its 2026 bylaws, noting some timing and meeting-frequency items will be coordinated with county staff.
Hamilton recommended residents contact the Service Authority office with questions about the letters; staff said they will prepare a cover letter to accompany the mandatory text and will coordinate outreach and documentation with community engagement staff.
The Service Authority and the Board of Supervisors adjourned and reconvened as appropriate; staff will provide additional outreach materials once the cover letter is finalized.
