King George supervisors elect Sullins chair, approve bylaw requiring annual chair rotation by district

At its Jan. 6 organizational meeting, the King George County Board of Supervisors elected Supervisor Sullins as chair for 2026 and Supervisor Bill Davis as vice chair. The board then adopted its 2026 bylaws after approving an amendment to codify an annual chair rotation by district.

The rotation proposal was introduced during debate on the bylaws. Proponents said a formal rotation would guarantee each district an opportunity to provide leadership and ensure representation. Opponents argued that leadership should be earned through peers’ votes and that automatic rotation could reduce continuity in governance. After discussion and an amendment process, the board voted to adopt the bylaws as amended by roll call vote.

Board members also addressed procedural items tied to organization, including the meeting schedule, time and location. The board adopted option one for meeting frequency (two meetings per month) with the start time set at 5:30 p.m. and designated the Rivercomb Building boardroom as the primary meeting location, with exceptions for elections or other conflicts.

The chair and vice-chair elections followed established nomination and roll-call procedures. The meeting record shows the nominations were opened, seconded, and then decided by roll-call, with the board announcing the results on the record.

The board scheduled its next regular meeting for Jan. 20, 2026 at 5:30 p.m. in the Rivercomb Building boardroom. Because the bylaws change alters the internal order of succession and expectations for future leadership selection, board members said they expect staff to provide a clear rotation sequence and related administrative details at a later meeting.
