Rio Dell adopts sign-zone amendment limited to one west-side Highway 101 billboard

The Rio Dell City Council adopted Ordinance No. 419-2026, an amendment to the city’s sign regulations that rezones a small strip of public-facility land to industrial-commercial with a qualified combining zone and limits allowable use to billboards and other freeway-oriented signage.
Staff summarized the changes and identified potential locations, illustrations and new LED mitigation measures, including automatic brightness controls and shielding. A staff presentation said the amendments would re-designate roughly 3,000 square feet and that the qualified combining zone would limit other uses on that sliver of land.
Council members debated how many signs to allow. One councilmember said, “I am adamantly opposed to more than 1 sign on the West Side,” and staff explained that the state permits billboards only on commercial or industrial lands and that the rezoning was necessary to pursue a permitted billboard on the wastewater-disposal-field parcel. Staff also described performance standards for LED signs and a proposed reduction in separation between signs from a half-mile to 1,000 feet.
The presiding officer proposed a motion to adopt Ordinance No. 419-2026 with an amendment to allow only one sign on the west side of Highway 101; the motion was seconded and carried, 5-0.
The ordinance and rezoning will allow the city to pursue state permitting for the billboard site but include local performance and lighting mitigation measures the council approved.
