Anniston staff to study traffic‑calming measures after repeated crashes at Blaine Road curve

Council members and public works staff reviewed a traffic‑safety evaluation for a dangerous curve on Blaine Road and a resident request to add a three‑way stop near Redmond Avenue.

"We went out and evaluated the curve," Speaker 9 said, summarizing a multi‑tier approach that includes signage, rumble strips and speed humps and noting a prior traction surface had performed well but is not currently available in the state. Speaker 9 said LED flashers and the most reflective signage were on order and recommended using layered warnings to reduce accidents.

Public works also warned that rumble strips may have previously contributed to incidents and that equipment availability and replacement costs are a consideration. "Those LED flashers are on order," Speaker 9 said, adding that theft and replacement costs limit how many can be installed at once.

Council and finance staff discussed funding options. Speaker 3 said a resolution would be required to amend the budget; finance staff recommended contingency funds could be used for the immediate need. Speaker 7 noted the city had about $270,000 in contingency and public works offered to use project funding for the immediate purchase with later budget adjustments.

For the Redmond Avenue request, staff recommended advance signage and temporary measures to acclimate drivers to a new stop control because of steep slopes, blind curves and limited sight lines. Public works also recommended guardrails or barrier systems in specific locations where vehicles leaving the road could encounter steep drop‑offs.

Next steps: staff will provide formal estimates, proposed sign language and budget documentation for the council's review at the next meeting; public works indicated it could begin procurement and installation once funding direction is provided.
