Council debates dispensing readings for ODOT pedestrian-safety grant application; motion to dispense fails

A resolution (R2026-1) authorizing the director of planning and development to apply to the Ohio Department of Transportation’s Highway Safety Improvement Program for pedestrian-safety improvements on Lorraine Road was presented at first reading on Jan. 5.
Council members questioned deadlines and fiscal commitments. The mayor and staff said ODOT District 3 requested its review by Jan. 30, while ODOT central's application deadline is March 31. City staff cautioned that if the city applies and is awarded the grant it will be obligated to provide the required 10% local match and that an appropriation amendment would be needed to cover that unbudgeted match if awarded.
Council debated whether to dispense with the second and third readings that evening. Some members said there was time before the March deadline and expressed concern about overusing emergency clauses and bypassing public review. A motion to dispense with the second and third readings for R2026-1 was moved and seconded; the clerk called the roll and the motion failed with a 3–3 split, so the item will proceed to further readings.
Council members asked that design and cost estimates be provided for review before final commitment to the local match.
