San Fernando — The City Council voted Jan. 6 to accept a conditional CalHome grant award totaling $5 million. Staff told the council that the California Department of Housing and Community Development (HCD) provided the award with thresholds dividing funds roughly $2,754,000 for first-time homebuyer mortgage assistance and $2,245,000 for owner-occupied rehabilitation.
Vice Mayor Victoria Garcia asked whether the allocation percentages were fixed. Staff (Kenya and Will) confirmed the allocations and the $200,000 per-household cap were set by HCD as part of the conditional award. Will explained the city had originally requested different splits in its application but the amended award included the state’s thresholds.
Council members had no additional questions. Mayor Joel Fajardo moved to approve the item; the motion carried on roll call with all council members voting yes.
Staff noted the amounts represent the maximums provided by HCD; actual award disbursements will depend on eligible household applications and program administration. Administrative details and eligibility rules will be implemented consistent with HCD guidance and reported back to council as the program is implemented.
