Planning Commission: parking study and commercial code update top 2025 priorities

Skiles and Planning Director Patrick Kelly said the commission handled 39 hearing items last year (12 preliminary study sessions and 27 formal public hearings) and saw an uptick in variances (six). The commission launched a parking study and intends to update the parking ordinance — an effort staff said was last significantly revised decades ago — and pursue a commercial regulation update to streamline conditional use permit processes and better promote small businesses.
Staff indicated the parking study will be completed in 2025 and that the commercial code update and parking work are closely aligned, including reassessing permitted uses and parking ratios. The commission also noted several member terms end in the coming year and urged staggering appointments to maintain continuity for these multi‑year policy projects.
Council thanked commissioners for their work and asked staff to return with timelines and priorities as the work plan progresses.
