Council Accepts $1.5M EV Chargers Grant, Expands Police Fee Schedule

City staff said the $1.5 million grant is administered by MTC and will fund about 10 dual chargers (20 parking/charging spaces) at the Public Safety Building and two chargers (four spaces) at City Hall. An engineer’s estimate for the project is roughly $1.2 million; the grant includes a city match capped at $41,000 for Mill Valley‑specific components. The city plans to hire an outside project manager (cost reimbursed by grant) and use finance staff for grant management; staff said funds are on deposit with MTC and not at immediate risk of withdrawal.
Separately, Captain Lindsey Haines presented a proposal to expand and add roughly 15 fee categories in the police department master fee schedule to allow cost recovery for records requests, special events, concealed‑carry related items and other services. Council discussed periodic review cadence for fee updates and directed that fee schedules be considered alongside the biennial budget cycle; the fee schedule update was adopted by motion and voice vote.
Next steps: staff will proceed with procurement and project management to begin installations with a goal of substantial completion aligned with the city’s project timetable (installation targeted by January 2027 for main project). Finance staff will manage grant reimbursement and report back to council on project progress and contingency needs.
