The recommendation, made by Commissioner Yolos and seconded by Commissioner Kasparak, follows a staff presentation on the draft element's scope, required state reviews and the public packet materials. The commission's vote was recorded as 4'0'00 in favor, with Commissioner Makris absent.
Staff told the commission the safety element is a state-mandated chapter of the general plan that analyzes natural and human-made hazards and outlines policies, goals and programs for mitigation, emergency response, evacuation planning and resilience.
