The Collection Service Board met Jan. 7, 2026, and elected officers for the coming year, adopted Robert’s Rules of Order for 2026 and approved routine business including the Oct. 8, 2025 minutes and the legal report. The board also received a budget update showing a deficit through November 2025 but sufficient reserves to cover short-term losses.
"We are currently running a deficit, and we anticipate likely continuing in that trend," said Jen Binkley, the board’s executive director, and added, "the reserves of the board are sufficient to cover those deficits for now, and we do not anticipate any fee increases at this time." Binkley also said a regulatory board that runs a deficit for two consecutive years is required to appear before the government operations committee, making longer-term fiscal trends a recurring oversight item.
Elections and votes
Jason Hill was elected vice chair for calendar year 2026; Tony Zikovich was elected secretary; and Chip Hellman was elected chair. The board conducted roll-call votes after Laurie Hadwin joined remotely; each election was approved by affirmative roll-call responses from the members present. The board adopted Robert’s Rules of Order for 2026 by voice vote and approved the previously circulated meeting minutes from Oct. 8, 2025.
Legal report and next steps
The board approved the legal report presented during the meeting. Members discussed the fiscal outlook and the board’s practice of inviting an officer or alternate to hearings before the government operations committee when that agency requests an explanation of ongoing deficits. No public commenters attended the meeting.
The board adjourned after routine business and brief new-business checks; members exchanged closing greetings and noted an expectation to reconvene in April.
