Committee members repeatedly asked whether the project can be completed with the $10 million held in the SIPA/CIPA account, and whether earlier appropriations — including tourism and Game and Fish allocations and a separate $5 million general‑fund tranche — will revert to the state without further legislative action. Department staff confirmed the $10 million from SIPA/CIPA is available and that an MOU exists between state parks and the joint powers board; however, other appropriations are subject to reversion on June 30, 2026, unless the legislature acts to retain funds.
Legislators pressed the task force and local leaders to provide: (1) a breakdown of what has already been committed or spent from SIPA/CIPA, (2) the amount of local and private funds raised or pledged, and (3) a clear delivery timeline and milestones showing when construction will reach stages that warrant further state investment. Several members said they had been told the initial ask was $10 million and expressed frustration at recurring requests for additional appropriations.
Tourism and Department of Administration staff told the committee they are available to provide technical assistance and that tourism's promotional role is on hold until local partners have promotable milestones. The committee asked representatives of the joint powers board to appear during the two‑week callback period with a transparent accounting of committed funds, outstanding obligations and local matching contributions.
No appropriation vote was taken at the hearing; committee members signaled they expect a follow-up appearance from project stakeholders.
