Council approves health fund appropriation, encumbrances and small capital items

Health Department: Director Scott Wagner asked to appropriate $55,880.32 of unspent 2025 Health First Indiana (11-61) funds to pay partner organizations in 2026 (named partners: Hope Center, Multi County Clinic, Babe Store, Purdue Extension, Whitley County Homemakers, Whitely County Consolidated Schools). Wagner said the county must preserve a 60/40 split for preventive vs. regulatory uses and can carry forward 10% for capital needs; the council voted unanimously to appropriate the funds.
Encumbrance: The health department requested an encumbrance to pay a late December credit-card bill (uniforms, supplies, training, subscriptions and public info posting) totaling about $2,500; council approved the encumbrance unanimously.
Purdue Extension storage: Mark Sternovich asked for $1,756.14 to add racking beams to better use stored space in the Government Center’s lower level; council approved the appropriation and noted maintenance could reduce vendor costs by picking up materials and installing in-house if feasible.
Council also approved minutes from the Dec. 2, 2025 meeting and adjourned.
