Christine O'Rourke, sustainability coordinator for the Marin Climate and Energy Partnership, presented the Marin County building electrification roadmap to the Mill Valley City Council on Jan. 27 as an advisory, county‑level plan to support widespread appliance and building electrification.
O'Rourke said energy‑related emissions account for roughly 38% of Mill Valley’s emissions and that a high share of those emissions now comes from fossil‑gas appliances (the presentation cited that 85% of energy‑related county emissions stem from fossil gas, and that Mill Valley’s energy emissions share is higher). She described regulatory timelines by the Bay Area Air Quality Management District requiring zero‑NOx water heaters beginning January 2027, furnaces in 2029 and large commercial water heaters in 2031, and said similar statewide measures are under development.
The roadmap recommends 10 actions including creating a central hub for electrification information and rebates, adopting advanced green building/reach codes where appropriate, streamlining permits and incentives, offering low‑cost financing, building workforce pipelines, coordinating with PG&E on grid readiness, partnering with community organizations, implementing the county EV acceleration strategy and piloting neighborhood‑scale electrification and gas‑infrastructure decommissioning projects.
Councilmembers asked technical questions about electrical panel capacity and smart‑circuit approaches to reduce the need for full panel upgrades; O'Rourke said needs vary house‑to‑house, that smart circuits and time‑of‑use charging can reduce upgrade demand, and that rebates and financing programs can reduce amortized upgrade costs. Grace Ledwith, the city’s sustainability coordinator, said Mill Valley staff will follow the roadmap and report progress to the council.
Council members generally welcomed a coordinated county approach, stressing outreach, incentives and consistent codes to give contractors and homeowners a clear path for upgrades. The roadmap is advisory; adoption of codes, incentives and regulations remains a local decision.
