The Planning and Architectural Review Board recommended that the City Commission approve the final site plan (PMS26-0001) for a three-story commercial building proposed by Barwick Bank. The parcel is a 6.9-acre vacant site in the downtown mixed-use district; the proposed building would be roughly 35 feet tall with parapet features and about 6,000 square feet of conditioned area.
Architect Joseph Pizzoli described classical-revival design elements, including a corner 45-degree entry with black marble-look surrounds, pilasters and transoms intended to be proportionate with existing downtown architecture. He said mechanical equipment will be located on a third-floor deck and that the building is noncombustible reinforced masonry; the building does not require sprinklers under the building-area thresholds discussed.
Board members focused considerable discussion on parking-pool accounting. Staff said the project would use 16 spaces from the CRA parking pool and offered remaining counts (30 spaces remaining in the South Side pool and 44 in the North Side). Members requested that the staff include pool-count figures in future applications to reduce repeated questions.
Staff recommended approval conditioned on review and approval of stormwater requirements by the St. Johns Water Management District. A motion to recommend approval passed unanimously by roll call.
