Board backs special exception for duplex in CRA residential neighborhood

The Planning and Architectural Review Board on Jan. 6 recommended that the City Commission approve special-exception application PSPE26-0001, allowing a two-family duplex in a low-density residential zoning district within the CRA overlay.
Applicant Jason Clark told the board he and his wife purchased the parcel to preserve neighborhood scale and prevent larger single-family redevelopment. Planner Lupita summarized staff findings that the proposal met the applicable standards in Section 2.0611–7, conformed with design guidelines for the CRA residential neighborhood, and satisfied requirements for setbacks, parking and utilities. Staff recommended the board forward a recommendation of approval to the City Commission.
Board members asked about historical lot-size thresholds and whether recent code amendments had been propagated to the online muni code. Lupita and other staff said the ordinance changes were adopted by the commission but some online code sections had not yet been updated; staff said cleanup of the muni-code postings was on the work plan.
Neighbor Karen Stile, who lives across the street, offered public comment in full support of the applicants, describing them as exemplary neighbors and saying the proposal would transform a neglected parcel into well-maintained housing.
A board member moved to recommend approval; the motion carried with unanimous 'Yes' roll-call votes. Member Barbara Revel filed a voting-conflict form earlier in the discussion noting ownership of property within the notice area; she did not participate in deliberation on matters where she declared a conflict.
