County staff: trailer removed from 3027 East State Road 56; cleanup contract pending

Josh, a county staff member who spoke to the Jefferson County Planning Commission on Jan. 6, 2026, reported that a camper/trailer that had been occupied full time at 3027 East State Road 56 has been removed and that the matter is now a cleanup issue rather than a zoning-enforcement case.
"This the trailer has been moved removed from the property," Josh said, and added that the situation "is now just a trash cleanup issue which falls under unsafe building that the commissioners take care of." He told commissioners the county was awaiting a contractor contract to be signed to perform the cleanup at the property owned by Barry McDowell.
When asked if the commission needed to take further action, Josh said no additional action was required from the commission at this time and described the building inspection handover as "just really starting to roll into it the last couple of days." He said cleanup will be challenging but manageable and that staff had already contacted several contractors.
Separately, Speaker 2 noted recent FEMA involvement after flooding and said FEMA "said he'll be back in 2 or 3 years," and praised Josh's work on floodplain matters: "Josh does an excellent job on our floodplain," Speaker 2 said. The commission did not take a formal enforcement vote during the meeting; next steps described in the meeting were awaiting contractor contract execution and continued work by commissioners and county staff.
