Sunbury City Council on Jan. 7 approved a slate of administrative and development measures, suspended rules where required and recorded roll-call votes on multiple items.
The council voted unanimously (7–0 recorded on roll call) to suspend the rules and adopt Resolution 2026.02, a city cybersecurity policy described by staff as meeting required elements under House Bill 96 and state auditor guidance. A staff speaker identified in the packet as Dana said the public resolution intentionally omits operational details “because a public resolution should not include program details or anything you would not want a bad actor to know,” and that the policy aligns with CyberOhio recommendations.
On park funding and construction, the council approved emergency procedures and awarded the construction contract for JR Smith Park improvements to 2K General Company of Delaware County. Council members said awarding the contract is required to begin financing steps and to release procurements; the roll-call vote on the ordinance and emergency motion was recorded as 7 ayes.
The council also approved amendments to the landscape and screening plan for Meadows at Sunbury Apartments (400 Overland Drive). Councilmembers emphasized that plantings must be documented and maintained, and the motion to approve passed on roll call (7 ayes).
In procedural business, the council made several appointments by unanimous roll-call votes: John Gremney was elected council president for a two-year term; Liz Cooley was appointed to the Board of Zoning Appeals; multiple members were appointed to newly formed community authorities; and Mark Long was appointed to the Planning & Zoning Commission. The council voted to enter an executive session under Ohio Revised Code 121.22(g) to consider personnel matters and said it expects to take action at a Jan. 21 meeting.
Actions recorded at the meeting include suspensions of the rules, emergency designations for the JR Smith Park contract, adoption of the cybersecurity resolution (2026.02), adoption of the Meadows landscape amendment (2025.38), and the award of the JR Smith Park contract (2026.03). Vote tallies on recorded roll calls were unanimous among the seven members present.
Next steps: staff said financing arrangements for the park work are expected to move forward immediately and that a community meeting on the recreation district survey will be scheduled by mid-February.
