The Planning Board on Jan. 6 found the submission for a proposed 14‑lot subdivision at 196 Jenkins Road complete but left the public hearing open for further review after public comments and board questions.
Applicant James Lowry (BH2M) told the board his team shortened the private‑road portion by roughly 78 feet to comply with the city’s road‑length interpretation, provided a photometrics plan for street lighting, and said a CORE permit for the proposed wetland impacts was received and that impacts were below the NRPA threshold. Board members pressed technical issues: the city engineer requested adjustments to hydroCAD modeling (land‑use classification, a 48‑hour design storm for water‑quality modeling), clarifications on impervious coverage and landscaping plans, and options for trash pickup on the private portion of the road.
During public comment, neighbor James Wiggs expressed concern that a property corner marker had been moved and raised stormwater runoff concerns for the lower neighboring properties. The board asked the applicant to verify survey markers in the field and to respond to the city engineer and DPW comments. By unanimous vote the board continued the hearing to Feb. 3, 2026 to allow the applicant time to revise plans and respond to staff and engineering comments.
The board emphasized that additional wetland impacts beyond those shown would require separate permitting by lot owners and requested clearer plan notes on impervious coverage and lighting fixtures in line with DPW standards.
